A Minnesota consumer shopping for an individual health plan enrolls there. For your agents that means a separate platform to learn and separate marketplace requirements to satisfy before they can be useful on an ACA call in this state.
Minnesota also has its own long standing public coverage programs for lower income residents, which means an ACA call here can turn into an eligibility conversation faster than it would in a federal marketplace state. Train agents to recognize that turn instead of pushing a marketplace plan at someone who is not the right fit for one.
