Buying insurance calls in Montana

Montana does not fit either side of the one-party and all-party split, and its insurance regulator is not called a department of insurance. Both of those are easy to get right once you know them, and both are easy to get wrong if you work from a national chart.

Notification, not consent

Montana law prohibits recording a conversation by use of a hidden device without the knowledge of all parties. Read carefully, that is a notification duty rather than a mutual consent requirement. An audible statement that the call is being recorded, made by one party at the start, satisfies it. The other side does not have to agree, respond or acknowledge anything.

For a call desk the behavior is identical to an all-party state: disclose, every time, at the top. The difference only matters when someone on your team argues that a consumer never said yes. In Montana that argument is not the test. Keeping the disclosure on the recording is what proves the call was not hidden, and available recordings are reviewable and downloadable in your Callmart workspace.

Montana's insurance regulator is the Office of the Commissioner of Securities and Insurance, Montana State Auditor, at csimt.gov. The same elected official serves as State Auditor and as the commissioner over both securities and insurance, which is an unusual combination and the reason a search for a Montana department of insurance turns up nothing useful.

One clock, a lot of ground

Montana is Mountain time statewide and observes daylight saving, so the federal 8:00 a.m. to 9:00 p.m. called-party window is 10:00 a.m. to 11:00 p.m. Eastern. This is a late state from the east coast. Montana uses the federally facilitated marketplace at healthcare.gov for the 2026 plan year, so ACA enrollment runs on the familiar federal path. Montana's carrier field is thinner than a crowded metro state's, which tends to make plan comparison conversations shorter here.

Provider networks carry disproportionate weight in a state this rural. A plan that works in Billings may leave a consumer two hours from an in-network specialist, and an agent who cannot speak to that will lose the call to one who can.
