Buying Medicare calls for AEP

AEP runs 54 days, October 15 to December 7. A plan for buying calls covers what to prepare, what to budget and how to set Callmart up around the states you are licensed in and your team.

Short answer

To buy Medicare calls for AEP, finish licensing, appointments and your compliance steps first, then budget per billed call by buffer. On Callmart, Medicare Advantage retail prices are $25 for 20 seconds, $35 for 30 seconds, $55 for 90 seconds as of November 2, 2026. You choose tiers, states per line, hours and team members.

What should you have in place before AEP calls ring?

Have licensing, appointments and your call process ready before you spend on calls, because a caller you cannot enroll is spend with nothing to show for it. Agents who represent Medicare Advantage organizations must be licensed and appointed under state law where required, and trained and tested every year with a score of 85 percent or higher, under 42 CFR 422.2274(b).

  • Licenses for every state you will accept calls from, and carrier appointments in those states.
  • Carrier certifications for the plan year you are selling.
  • A recording setup that keeps every marketing and sales call in full for 6 years.
  • Your TPMO disclaimer and scope of appointment steps written into the call flow.
  • Each carrier's CMS-approved telephonic enrollment script.
  • A plan for callers who cannot enroll yet, such as someone without Part B.

Staffing, schedules and the call-by-call routine belong to how to run an AEP call desk. This page covers the buying.

How does buying AEP calls on Callmart work?

Callmart is an inbound-call marketplace: you pay per call for Medicare Advantage calls that consumers start and publishers deliver, and you do not buy lead records. The Medicare Advantage campaign is national rather than sold by state, so you choose the states each line accepts and match them to your licenses; a line with no states selected receives no calls. For each campaign you pick which published connected-time tiers to buy, and you confirm the price before it goes live. Billing runs on connected time, which starts when your line answers: a call that is never answered, or that ends before the buffer you picked, is not billed. Calls ring a phone number, a SIP address, or the Callmart phone in your browser or iPhone app. You fund a prepaid wallet by card, calls draw against it, and delivery pauses when the balance cannot cover a call. If a campaign's price changes, that campaign pauses until you confirm the new price.

How do you budget Medicare calls for AEP?

Medicare Advantage retail prices as of November 2, 2026. Bulk buyers can request lower wholesale rates.
BufferRetail priceWhat it means
20 seconds$25Billed when connected time reaches 20 seconds, so the most short calls are billed
30 seconds$35Calls that end before 30 seconds are not billed
90 seconds$55Excludes more short calls, at a higher price per billed call

Worked example: the fall 2026 AEP, for coverage starting January 1, 2027, runs Thursday, October 15 through Monday, December 7, which is 54 days and 38 weekdays. Say 3 agents each work all 38 weekdays: that is 114 agent-days (3 times 38). If your target, which is your own plan and not a volume anyone promises, is to pay for 4 billed calls per agent-day, you are budgeting for 456 billed calls (114 times 4). The call budget is 456 times your tier's price; at the 90 second tier, that is 456 times $55. An agency adding 2 seats beyond its included ones adds $100 a month (2 times $50).

Fund in stages rather than all at once; when the balance cannot cover a call, delivery pauses until you add funds. Only your first deposit counts toward the bonus, and it must be $250 or more ($50 on a first deposit of $250, $150 on a first deposit of $500, $300 on a first deposit of $1,000); that credit has no cash value. Size your first stage with that in mind. For a fuller cost model, see how much Medicare calls cost.

How do you set up campaigns, hours and team for AEP?

  1. 01Pick tiersChoose the Medicare Advantage tiers you will buy and confirm each price.
  2. 02Set states per lineSelect only the states where the agent on that line is licensed and appointed.
  3. 03Set campaign hoursUse one Eastern-time window per weekday, or the same window every day, to match your shifts. Leave hours off and calls come any time your lines are on.
  4. 04Invite the teamOn an agency account, invite agents by email. Each has their own login, destination and availability switch.
  5. 05Set capacityApp phones take one call at a time. Phone-number and SIP lines can take more, at a capacity owners and managers set.
  6. 06Switch onAgents switch receiving on when ready and pause the line on breaks. A pause on the Callmart phone applies on every device.

What should you measure during AEP?

  • Billed calls and spend per tier, from call history, which you can search, filter and export as CSV.
  • Calls where the caller could not enroll, so you can tighten states or tiers.
  • Enrollments per agent and cost per enrollment.
  • Plan changes in the first 3 months, which usually trigger full compensation recovery under 42 CFR 422.2274(d)(5), with listed exceptions such as a move out of the service area; AEP enrollments effective January 1 stay exposed through March.
  • Credit requests for billed calls you believe were not valid. Callmart reviews each one, and a credit is not guaranteed.

Close rate and cost per acquisition explain the formulas.

What are the limits of buying AEP calls on Callmart?

  • Volume is not promised, even in AEP: Callmart does not guarantee call volume, routing priority, call quality or conversion, and delivery depends on eligible publisher supply and your settings.
  • Calls are not exclusive unless a Campaign Order says otherwise.
  • Each App phone takes one call at a time.
  • There is no Android app; Android users open app.callmart.io in the mobile browser.
  • Calls are labeled by feed duration and price, never by the publisher behind them.
  • Callmart does not provide licensing, and its guides are not legal advice.

When AEP closes, you can switch buying off at any time, or keep a smaller campaign running for Open Enrollment and SEP callers; see Medicare clients after AEP.

Common questions

01Should I buy calls or leads for AEP?

It depends on how your desk works. A call puts a consumer on the line now and suits a desk that is staffed and ready; leads suit agents who prefer to work a list. The inbound calls vs shared leads comparison lays out the tradeoffs. Callmart sells inbound calls, not lead records.

02How much do Medicare Advantage calls cost on Callmart?

Retail prices are $25 for 20 seconds, $35 for 30 seconds, $55 for 90 seconds as of November 2, 2026. Each price is tied to a buffer, and a call is billed only if connected time reaches it. Agencies and bulk buyers can request lower wholesale rates through a wholesale application.

03Can I buy Medicare calls for only some states?

Yes. Campaigns are national, but each line accepts calls only from the states you choose, so you can match delivery to where you are licensed and appointed. A line with no states selected receives no calls.

04Is AEP call volume guaranteed?

No. AEP or not, delivery depends on eligible publisher supply and your own settings, and Callmart does not guarantee volume, exclusivity, routing priority, call quality or conversion. Budget for a target you set, then adjust as your own results come in.
